Jo Ann Lamphere is an independent health care consultant who provides strategic advice on state Medicaid programs, especially home and community-based services, to clients. Until retirement from NYS service, she served as deputy commissioner, Division of Person Centered Supports, in the Office for People With Developmental Disabilities.
As a former principal in Health Management Associates (HMA), Dr. Lamphere identified and analyzed opportunities to achieve integrated, person-centered services for complex and vulnerable populations. Dr. Lamphere also served as AARP’s state government affairs director for health & long-term care in Washington, DC and as a senior consultant with The Lewin Group. Dr. Lamphere began her career with the NYS Department of Health and earned her Doctorate in Public Health at Columbia University.
She currently serves on the boards of Special Olympics of New York, Waterfront Village in the District of Columbia (supports aging-in-place) and the Capitol Park IV Condominium Association. Dr. Lamphere’s passion is rowing and she is a member of the Gray Knights Rowing Club.
